Problem with CPU in laptop? — unsupported platform.
Laptop has minimum or recommended specs (or even better) — do all the steps (update GPU drivers, make sure the game uses the dedicated GPU, set High Performance mode, disable overlays, remove overclock/undervolt, restart PC, update Windows).
Didn't help? — Well, that's your problem.
The game treats PC and laptop components differently — this is an engine issue.
Steam doesn't mention anything about laptops (though of course it's in the license agreement), and all the engine problems started after an update about 2 weeks ago.
It's clear what the developers and support team think of their customers.
Demand a refund? — No point, because they'll just refer to the agreement you accepted.
Write about the problem? — You can, but you'll get the same copy-paste response.
The way out — uninstall the game, spread the word to people with laptops or other platforms that they might also run into issues over time (and the response will be a copy-paste like "turn off overlays, update drivers").

CPU: Intel Core i5-13450HX (10 cores / 16 threads, up to 4.6 GHz)

Now let's compare this to the Recommended System Requirements from Steam:
CPU: Intel Core i5-10400 / AMD Ryzen 5 3500
RAM: 16 GB
GPU: NVIDIA GeForce RTX 2060 (6 GB) / AMD Radeon RX 5700 XT (8 GB) / Intel Arc A770 (16 GB, with ReBAR on)
DirectX: Version 12
Network: Broadband Internet connection
Hmm... I think my laptop is weaker than those requirements Right???
