No Weapon Mod Tooltips

Description of Issue - Hovering weapon mods doesn't show a description if there is already another mod of the same type installed. Doesn't matter if the mod you want to look at is in your Vault, in your Inventory, or in a loot box etc.
Rough Date and Time of issue - Like 95% of the time, both In-Run and in the Vault
Repro steps - Step 1 - Equip a weapon with a mod installed . Step 2 - Hover a mod of the same type as one already installed. Step 3 - Mald
I apologize if this is a repeat, but I couldn't find it in known issues or in any related topics.
