I acquired the bio sampler but when I went to the dcon, I noticed it wasn't there so I could not turn in the bio sampler and finish quest. I went to two dcons just to make sure and both were not there. (near Quarantine and Greenhouse).

Thank you very much for reaching out to us. I'm sorry to hear that you had issues with this DCON not appearing. We've received reports of this issue and are investigating the underlying issue further.
I don't think the dconn didn't spawn i think the icon identifying where you are supposed to take the sample is still rendering to where dcon used to spawn. I just played this mission and the dcon that used to be nearby west of quarantine at the out building had an indicator to turn in sample where dcon used to be but no actual dcon.
