Cryo Archive Pump Warden: credentials not spawning in Steerage

Description of Issue - When no players spawn in Steerage, the Pump Warden credentials do not spawn in the world like they should. If you ping the Pump Warden icon on the map after discovering it with a scanner, the icon shows over a small folio in Steerage. The folio does not contain the Pump Credentials, nor are they anywhere else obvious in the Steerage spawn room.
Rough Date and Time of issue - First instance happened 4/23, second time happened 4/25 Repro steps - Go to Steerage during a game where no teams spawn in Steerage
