Can not complete codex entry for Dcon

Description of issue: DCON Data Transfer codex entry shows 1/1 but can not be claimed.
Rough Date and Time of issue: Since launch
Repro steps: Unsure what I did to cause it to freeze, as I would have used the dcon during a quest requiring the dcon as it can not be used in any other situation.
