Accessing Settings Before Tutorial

- Description of Issue - When loading up the game I am unable to load into the tutorial to access settings due to Time Skewing Issue, error code RUTABAGA. Is there a way to either access the settings before the tutorial so I may turn down graphics settings, or do the first time screen set up settings menu again? I acknowledge that I may not be playing on a top of the line computer, but I feel I should be able to play with the settings to see if the game could run on a lower resolution or other graphical settings. I cannot access the settings menu as I get time skewed before I can even load in far enough to get to the settings menu. If there is anything you can do to help me that would be amazing. Thank you.
