Cursor stuck in top left quarter of screen
Every time I launch the game the cursor is stuck in the top left roughly quarter of the screen, Entering windowed mode helps somewhat but this results in the cursor not being able to reach the right hand side of the screen instead, which is currently making it impossible to even complete the tutorial

Thank you very much for reaching out to us. I'm sorry to hear that you are getting stuck with your cursor in the top-let of the screen. The first thing we'd recommend to do, if you haven't already, is try deleting your CVARS file and then launch the game to see if the issue persists. You can find this file " C:\Users\USERNAME\AppData\Roaming\Bungie\Marathon\prefs".
If the issue persists, to help us investigate the issue further, can you provide us with a short video showing the issue? You can upload it to one of the media-sharing websites listed below:

Deleting CVARS has had no effect, this is the issue I'm experiencing

Thank you very much for that additional information. It appears some things have not populated in your DxDiag, can you provide us with a list of the peripherals you have connected to your computer (mouse, keyboard, headset, etc.)?
Yeah I just have a wired mouse
Wired keyboard
And a wired headset with built on microphone
