I keep getting this error

I literally cannot play the game. I can boot the game, but this error appears on the sign in screen.

I have tried all network troubleshooting steps, mobile hotspot, dns flush, game reinstalls, multiple networks. Nothing works. I managed to get the game working once, for an hour. 

I just want a refund. Someone please just help me get a refund on this purchase. Right now I have a faulty product that doesn't work, and I've thrown my money in the bin.

I've tried requesting a refund from steam support multiple times, but it's automatically denied every single time because my playtime in steam is over the 2 hr refund threshold, and that's all from trying to fix the issue. 

I'm sick of this and will be recommending people not to buy this game due to the lack of support for this issue.
