I have the video clip. Another runner engaged during exfil and was not facing me while shooting but I was still downed.
The timer clearly hit 0:00 prior to them finishing me but I was still eliminated.

The finisher animation started at 1 second left, therefore you're considered dead as far as the exfil is concerned. Also, for them not facing you while shooting, multiplayer games will have moments where the enemy's model isn't perfectly aligned with what the player is doing, due to latency. They weren't that far off from looking at you and their bullet spread could've done the final shot anyways. It sucks but nothing about this interaction is bugged.
