Continued MnK Input Issues unrelated to game capture

I will continue posting about this until I see it added to the list of known issues. 

I am having continued input issues DESPITE having every. single. capture service closed on my computer. 

I will say that the issue is no doubt due to my hardware, as I only have the issue with my gaming laptop. The specs of which are as follows:
2021 ASUS ROG Zephyrus G14 Gaming Laptop; RTX 3060; Ryzen 9; Razer Basilisk v3 Wireless Mouse

I had zero issues when playing on my full desktop setup, even with the wireless mouse. Even with various game capture services running. From my testing, this input issue goes deeper than simply game capture issues. 

I'm more than happy to provide any additional tech specs, setup information, etc., as I truly want to enjoy this game as I travel for school (hence the laptop), but I am simply unable due to the input issues.
