Rook matchmaking breaking on xbox series x

Issue - Rook matchmaking does NOT work (or barely does) when crossplay is turned off. Very long matchmaking times that will eventually kick you out of queues and/ or resulting in error codes such as Oregano, Anteater, etc. Turning on crossplay fixes the issue. This is not a problem when running different shells. This is also NOT a network/ wifi issue.
Date and Time - Since Server Slam to now
Steps - Settings, Social, Matchmaking Type, Console Only

We have received reports of some players experiencing matchmaking issues with Rook. We're sorry to hear you're experiencing this. By any chance, does Optimizing Connections improve or resolve this issue?
If it does not, then please consider recording a short video which demonstrates the difference you experience when matchmaking with Crossplay on and off. If you record such a video, you can upload it to a site like Youtube, and link us to it here. We'll then investigate.
I don't have video evidence but it's easy to check, switching to full matchmaking type fixes the issue. Console only breaks it

I submitted video footage of this and was told it was my network. I have a lot of footage. Rook matchmaking on Console Only - maybe works 1/6 times and has wait times of 7-10 minutes (fail or success). MM on Full - 30 seconds. Tops. Repeatedly. Zero matching issues with Fill Squad on other shells, with Console Only. It's just Rook and it's repeatable every time.
