FPS tank and sensitivity slow down

when in a game if i turn 90 degrees my FPS drops significantly and makes me feel like im playing on 0.001 sensitivity this is extremely bad and causing gunfights to basically be impossible sometimes even turning 30 degrees does it and its not a PC issue i have a 5060 with AMD 7 77000 and its watercooled with many many fans the only way to not have this happen is if i play at a severely reduced sensitivity in which case still causes me to lose gunfights because i cant turn fast enough or keep up with tracking players with advanced movement capabilities i cant tell what my issue is but if its because the game cant handle a fast sensitivity then why release it? (also i know it can because i have a friend with lower PC specs than me and he plays my same settings and doesnt have these issues)
