i have constant Tapir error

i have Tapir message every single time i try to play the game. it wasnt here for the Server Slam, and i was able to play normally. but when actual game came out i wasnt able to play unless im using VPN. i would like to refund the game, but i cant because i have 4.3 hours played, and steam allows refunds for games that played less than 2 hours, but 3 out of those hours i was staring at error screen and looking for possible fixes.
