Rook Unable to Interact with Stabilisation Device

What:

- During a Rook run on Dire Marsh, picked up the anomalous fragment, took it to a stabilization device, no interact option
- While travelling, didn't get the periodic AoEs that usually trigger from holding the fragment
- Tested with a normal shell in the next match, everything worked as expected
