"Recent Players" Not Useful

Bungie Account Name - Hukaluka#9276  (I'm assuming it's what's displayed in-game)
Platform - Steam

Description of Issue - "Recent Players" is "never" a list of recent or relevant players.
I'm sure at least one of these lists has had at least one player I played with recently, but not that I've noticed.
Instead, it appears to be a static list after the first match played until I quit the game no matter how many matches I play? Restarting game does not appear to cause the list to change except by being empty.
Maybe it changes sometimes? It's not people I interact with though.
The players listed are, as far as I've checked, not people that I've seen the names of during a match whether by killing them, being killed by them, or just hearing them via proximity chat.
Quitting game and starting it back up sometimes causes the list to be blank; unsure of minimum time offline for that outcome to occur.

Repro steps (aka, Steps to Reproduce) - Itemized/listed below.
Numbered items like "0)" are details applying to many scenarios while those lettered like "A)" are scenarios.

0) For all of these, play Solo runs as Vandal.
1) For A, this was the case when playing as Rook as well; I haven't tested all these scenarios as Rook.

A) Play the game, die or win, go to menu, check list of recent players.
Expected: list of recent players
Received: random players

B) Play game, die or win, go to menu, fart around looking at codex or managing inventory or just idling for 30+ minutes watching YouTube, then check list of recent players.
Expected: list of recent players
Received: random players

C) Same as B but look at list of recent players before farting around.

D) Same steps as A but quit and restart game immediately after checking list of recent players.
Expected: list of recent players
Received: same players listed, or at least not ones that I interacted with

E) Same steps as A but quit and restart game a while later.
Expected: list of recent players
Received: no players listed

F) Same as B but quit and restart game immediately.
Expected: list of recent players
Received: one of the two undesired outcomes, but still the same effect! no one listed that I interacted with

G) Same as B but quit and restart game a while later.
Expected: list of recent players
