Low GPU, High CPU usage

Getting high (98-100%) CPU usage and relatively low (75-85%) GPU usage which seems really off. This is running native 1440p. System: CPU: AMD Ryzen 7800X3D GPU: AMD RX 9070XT RAM: 32GB 6000mhz DDR5
