Low GPU Usage and 100% CPU usage

GPU hangs around at 50-70% while CPU is almost always at 100%. This causes incredibly unstable frames and very low base frames all the way down to 60s. No this is not a "update gpu and close apps" problem. This is merely game's engine's fault.
CPU and GPU temps are completely fine and beyond safe. There is no bottleneck.
Yes I have tried every possible way to battle this problem. No playing at lower settings does not change it.

7700XT 12GB OC
Ryzen 5 7600 3.8gHz
32GB RAM
