"sticky" Mouse cursor

Description of Issue - mouse movements felt sluggish while initially moving then randomly jolted after moving my mouse for a bit of distance. Mouse accel is off, I've used my new and older mouse to test if it was simply a hardware issue and the bug still remained. cursor moves fine in game menu, desktop, other games like Counter strike and Valorant. I was playing the game just fine for an hour before this started happening mid run.
