Can't Adapt: Can't Fight III - Loot Tool Carts
The progressions for Loot Tool Carts on this contract for CyberAcme is bugged. Cannot receive credit for looting tool carts.
This is really screwing me because I would be able to become a CyAc VIP today, but can no longer gain rep via contracts.

I am also experiencing this issue, but for Can't Adapt: Can't Fight II
I had this issue as well. I tried returning to the original zone (perimeter) where I had done some progress initially on the contract, but failed to achieve any. I attempted to bring consumeables with me and use them to no avail. I looted them from tool carts and used them. Either the wording on this contract is vague and fails to describe the criteria, or there's a bug impacting progress.
I rerolled this contract using my first of 10 rerolls.
