inconsistent fps

having crazy low gpu utility when playing and sometimes dropping to 80 fps from 140 dlss doesn't seem to be working as intended even in performance mode and dlaa I've seen the same amount of fps give or take 10 fps difference between the 2 Lots of stuttering when streaming through obs or tiktok live
never had these problems with other games.
On another note, Is there a way to add Way markers to compass to easier track the direction, sometimes the markers are hard to see in the world because everything is so colorful. Thanks!
