High CPU Low GPU Usage With Video

Hopefully will help with troubleshooting. Frames were capped at 60fps during recording (unintentionally). Outside of recording I adjusted every in-game graphical setting I could think of, turned gysnc/vsync on and off in game and in nvidia control panel, shut down various background apps including razer synapse, discord. Steam overlay was off. No other overlays present. Windows gamebar enabled, game mode enabled, screen capture was off. High CPU usage across all cores, task manager attributing high CPU usage solely to Marathon.
