High-End PC performance review

Providing PC specs in regard to performance on high-end PCs not meeting expectations:

GPU: RTX 5080

CPU: Ryzen 7 7800x3d

RAM: 32GB

Monitor: 3440x1440 240hz

In game monitoring shows indicates maximum CPU usage, even with all background tasks and windows closed. Usage tends to sit around 60% GPU and 100% CPU when in game. DLSS Performance mode provides slight boosts to fps, however lowering graphical settings does not appear to result in any changes to performance due to the GPU not actually being under heavy load. Clear map conditions tend run a bit better in comparison into rainy or foggy conditions. Noticeable frame rate drops while in POIs and as well as when in areas with volumetric conditions. Even when capping frame rate to around 120fps, I still experience occasional stuttering. Overall, the constant shift in frame rates result in an awkward experience where the differences in perceived smoothness and latency is hard to ignore and is distracting.
