GOOD PC LOW FPS

my specs are 4060ti and i5 13600kf. I have about 100-120 fps but the catch is, whenever i change video settings like high to low, it literally does nothing. Same amount of fps like this game wouldnt even consume my graphic card. When in team fights it drops to 80-90fps and feels horrible. Hope to see improvement cuz its unplayable like this. when i can hit 240 fps on dlss in arc and here not even 140... then something is wrong
