FPS is very unstable.

Description of Issue - FPS is unstable, sometimes it hits 100s and sometimes its sub 60s and gets as low as 50.
Specs - AMD Ryzen 5 5600X, 16GB GDDR4 RAM, GeForce RTX 4060 Ti 16GB

I am running the game on highest graphics settings with DLSS on quality at 1080p on a 144hz monitor. Lowering graphics does not affect FPS as much as it should. Will test CPU/GPU usage percentages and respond to this as time goes on.
