Crap performance on the LOWEST settings possible

Specs:

• 1920x1080 monitor
• Radeon RX6700xt GPU
• 12th gen intel i5 CPU
• 32GB ram

I get an average of 60fps in game, sometimes 70 if I'm lucky. I play on the lowest graphics possible. I'm guessing this game is CPU intensive from other people's reviews. Is there a way I can fix this? I've played wayyy more graphically intensive games on max graphics that run a smooth 100fps at least. If there are any questions related to my PC or something please ask!
