FPS Oddities

When I'm not in a run, my frames are amazing, better than expected (110, 130, sometimes higher). As soon as I start a run, even with no other programs open in the background, I'm capped at 45 frames per second. This is especially odd because this is a new issue--when I played for the first time on server slam launch day, I was getting very high FPS in my runs.
