Sudden spikes of EXTREMELY bad audio.

I will be fine for a good bit but every so often, I get extremely bad audio. All sound starts cutting in and out for 1 second intervals for a good 15 seconds or so and then it goes back to normal. During this time I would also notice certain sounds not playing like footsteps. I noticed this happening only really at points of interest and almost always happens when I am inside a building. Sometimes I will go multiple hours without encountering this issue but have had it happen three times today in one session. 

I am using a bluetooth headset that is connected by a dongle. Whether or not that could be a reason for the bug I am unsure. I haven't run into this issue with any other game.
