No performance change despite changing graphical settings

I have about 85 fps on max settings, with DLSS on DLAA.

I have LESS fps when i change the settings to the Low preset (drops to mid 70s)

My CPU usage is about 65 percent total  when in a match, and my GPU is as low as 41. Considering my system isn't being maxed out in the slightest, why are the graphical settings so useless? Should easily be able to get 100+ frames on a high preset, and 140+ on the low.
