Mouse Input issues w/o streaming or screen share

I still have mouse issues after being tabbed out and refocusing the game. I am not streaming/screensharing and i've disabled overlays for NVIDIA, Discord, and Steam
I also have a dual monitor setup where the secondary monitor is in a different orientation (Portrait) in case thats an issue
