Unable to loot player bag?

Sorry if this is the known issue of bags appearing empty, but we killed a player nearby the tick infested building on Perimeter, and this is how their bag dropped, and I was unable to loot the bag.

I am fairly certain this is someone we killed but we did find other dead players nearby that they must of killed first.

Note the bag is slightly under the platform.  

I tried to move around into different orientations but couldn't get the prompt to loot the bag.

Playing on steam, username is kindasa

    Would you also be able to provide a video of this issue occurring if possible? Uploading to a public video hosting site like YouTube works best.

    This probably happened an hour or so before I posted so lets go with 10pm PST 2/26

    I only have the screenshot unfortunately, as it was mid run and I was not already recording.
