Mouse pointer not working once EULA hit

Once I hit the EULA the mouse stopped working. The cursor just disappears and you can't accept the EULA without a mouse (accessibility issue) I force quit the first time this happened. Then tried again. It happened again. I swapped to controller at that point and got through the rest of the initial load. Then once I hit the main screen the mouse started working again.
