Just to update the other user who was having the same issue, submitting the privacy data form as instructed led to no fix. We're shit out of luck as Bungie reply was "... additional troubleshooting...

Yeah I've tried incognito, multiple browsers, as well as resetting credentials for KWS and re-verifying my age.
