No BUG: The UESC Manifest system should stay ... system wide.
It shouldn't belong to a mode. It single handedly fixes the entire extraction loop
you hunt bots to get coins
(players may interfere because they hear you, so it encourages PvP)
you use coins to buy guns
you use guns to hunt players
you lose guns
repeat
It's PvE causing PvP.
It's brilliant. It's not a bug. Don't fix it.
