Character is Having weird Movement behaviours on Controller

I don't know what happened between today and yesterday, but I can barely play the game on controller now. When I'm trying to run forward it's like there is some invisible blocker stopping me from running. My character will just start moving at a snails pace for no reason when I'm walking or running and I can't figure out what is causing it or how to fix it. It'll just happen for a couple seconds and then go away and then happen again. It makes movement in this game unplayable.
