Contract Reroll Countdown Not Progressing

- Description of Issue - I used all 10 of my rerolls for CyAc contracts and the timer is now stuck at 135 days or so? It's not moving at all, and progression has slowed to a crawl for me because I can't reroll past a particularly difficult contract
- Rough Date and Time of issue - 03/11/2026 at 9:30pm EST
- Repro steps - Use all 10 rerolls for the regular contracts of a faction and the timer will appear
